The Queensland Building and Construction Commission (QBCC) regulate the building and construction industry in Queensland.
Development approval is required for most building work in Carpentaria Shire.
New buildings, alterations and additions, swimming pools, sheds, carports, patios and pergolas, as well as the removal and demolition of buildings, all require development approvals.
Before you start the construction phase, you or your builder need to lodge a building application with Council. You can also engage a Private Certifier of your choice to carry out the whole building approval process for you.
Lodging a Building Application
A Building Application Pack is available for your convenience.
The completed application along with the applicable fees must be lodged with Council either by post, over the counter at the Normanton or Karumba Council Office or by email to firstname.lastname@example.org

Once the application has been lodged with Council it will be given a Development Approval (DA) number. Provided the application is properly made the assessment of the application will be carried out. Following assessment, you will receive a Decision Notice.
The relevant period for the development approval (building works) is two years, starting from the date the approval is granted or takes effect.
For re-roofing and swimming pool applications this period is six months.
If, after this time, you are yet to complete the building work either the owner or applicant may request an extension of time provided such a request is made before the development approval lapses.

Council does not employ a Building Certifier however some inspections may be carried out by a competent Council employee if available. Council engages a Consultant Building Certifier who visits the Shire from time to time. If you would like Council’s Building Certifier to carry out an Inspection please contact the Council Office or you can engage a private Building Certifier of your choice.

Should you consider that you have sufficient good reason to build closer to the boundary than allowed, a Sitting Dispensation Application for front, rear and or side boundaries is to be submitted to Council for consideration. Building Record Search
A building records search will outline details of building development approvals issued by Council within the Shire. However please note that some searches may be unsuccessful.

Fences and Retaining Walls
If you are planning to construct a fence that is over two metres high you must obtain a building approval prior to commencing work.
Fences under two metres in height do not require Council approval. Fences can usually be constructed out of any material the home owner wishes to use, although it must be in keeping with the zoning of the land (for example, barbwire fences must not be constructed in residential areas).
Swimming Pools in Queensland need to be registered on the Queensland Government’s Pool Safety Register.
It is the responsibility of the pool owner to have a current Pool Safety Certificate and ensure their pool is registered.
Carpentaria Shire Council does not employ a Pool Safety Inspector however our Consultant Building Certifier can conduct inspections when he is in the Shire or you can engage a Pool Safety Inspector of your choice. A list of Pool Safety Inspectors can be found on the QBCC website.

Approval is required for all plumbing and drainage work which is not included in the schedules of notifiable work, minor work or unregulated work in accordance with the Plumbing and Drainage Act 2002 (Qld). Plumbing and drainage work can only be carried out by a licensed plumber and drainer, and approval is required prior to any work commencing.
The Plumbing and Drainage Application, Plumbing Form 1 is included in the Building Application Pack. You will also require a Plumbing and Drainage Site Plan.
For more complex development you may be required to submit further information to support your application.
Once Council’s Plumbing Inspection has assessed and approved the application, your Plumber will be issued with a Plumbing Compliance Permit. Council’s Plumbing Inspection may inspect the work at various intervals. On completion of the work your Plumber will be issued with a Plumbing Compliance Certificate.
The relevant completion period for the plumbing and drainage approval (plumbing work) is two years, starting the day the approval is granted or takes effect. If after this time you are yet to complete the plumbing and drainage work, either the owner or applicant may request an extension of time provided such request is made before the compliance permit lapses.

It is possible to request a water and sewer main plan from Council. However please note that some searches may be unsuccessful. There is a fee for this service.
On 1 November 2012 new amendments to the Plumbing & Drainage Act 2002 were passed to create a new category of plumbing and drainage work called 'notifiable work'.
Notifiable work requires plumbers and drainers to lodge a Form 4 (Notifiable Work) direct with the Plumbing Industry Council (PIC) within 10 business days of completing the work. These new laws have increased the amount of work a plumber or drainer can perform without local government approval or mandatory inspections. The vast majority of work undertaken in existing buildings will be notifiable work.

Minor work is similar to notifiable work in that the work must be completed by a licenced plumber or drainer but it does not need to be registered with Council or the Plumbing Industry Council.
